
Mr. Elijah Palmer | Chief of Staff
Elijah holds a bachelor’s degree in communications and Sociology from Duquesne University and a Master of Science in Education with a concentration in School Business Management from Northern Illinois University. Before his educational career, Elijah was a professional basketball player, spending seven years playing in Europe and Asia, which instilled in him a deep appreciation for teamwork, resilience, and cultural diversity.
In his transition to the field of education, Elijah spent nine years as the Dean of Students and the Culture and Climate Coordinator at Phillips High School in Chicago Public Schools, where he was instrumental in shaping a positive and inclusive school environment. He later served as the Director of Culture and Climate for Evanston/Skokie School District 65 for three years, focusing on building strong relationships within the school community. A brief role as Director of Organizational Effectiveness allowed him to further refine his leadership skills before stepping into his current role as Chief of Staff.
Elijah’s leadership style is deeply rooted in his core values of Humanization, Empathy, and Professionalism. These principles guide his work as a transformative leader, dedicated to improving outcomes for students and fostering a culture of excellence and inclusivity across the DeKalb County School District.
The Chief of Staff Division consists of four departments: Public Safety, Board of Education, Internal Audits & Compliance, and Organizational Effectiveness; and each one of these departments play an instrumental role in reaching improved student success and achievement.
The Division believes in MIRACLES, which is an acronym for a continuous improvement framework, and we operate with H-PRIDE, which are the core values of our district, in all aspects of our work. In addition to this, we serve as a connector across the District and collaborate for improved student outcomes.

Dr. Kermit Belcher | Chief Technology Officer
Before joining DeKalb County Schools, Dr. Belcher served as the Chief Information Officer at Jefferson County Public Schools, where he ensured that all staff and students had equitable access to instructional devices and provided anytime/anywhere connectivity, effectively closing the district’s digital divide. Providing access to connected devices inspired innovation, promoted deeper learning opportunities, and advanced digital literacy and citizenship skills among students.
Earlier in his career, Dr. Belcher was the Assistant Superintendent and Chief Information Officer for Mason County Schools in Maysville, KY. He is also an adjunct professor, teaching educational technology at the University of the Cumberlands.

The results are improved student achievement and optimum business processes, to establish and maintain a technology-rich teaching and learning environment where students and staff develop 21st century skills to be successful citizens in a global community.

Mr. Byron Schueneman | Chief Financial Officer
He is a Certified Public Accountant (CPA) and holds a Bachelor of Science in Mathematics from Berry College and a Master of Accountancy from the University of North Carolina at Wilmington. Before joining DCSD, Mr. Schueneman served as the Chief Financial Officer at the Clarke County Board of Education and the Baldwin County Board of Education and was an Auditor at the Georgia Department of Audits.
In his current role, he is responsible for developing and managing the District’s budget, ensuring compliance with local, state, and federal financial regulations, and providing expert fiscal guidance to the Board of Education and District leadership. In his free time, Mr. Schueneman enjoys playing soccer and spending time with his friends and family.
- Accounting – Assists schools with internal checking account functions; assists overall budgetary cash flow relative to the issuance of Tax Anticipation Notes; assists the District in meeting its cash flow needs.
- Accounts Payable – Responsible for the legally-documented and correct payments to federal and non-federal vendors.
- Budget – Responsible for assisting the Chief Financial Officer in the redaction of the annual “all funds” budgets; periodic reporting functions, informal training sessions, budget monitoring throughout the year, and completion of our annual external audit by the State Department of Audits and Accounts (DOAA).
- Payroll – Responsible for bi-monthly payments to our 13,000+ employees. Also, garnishments, payroll-related support, and verifying accurate compensation & benefits.
- Purchasing – Responsible for purchasing process workflow, travel approval process, vendor reporting of cumulative earned amounts, solicitation of construction and non-construction purchasing, and contract extensions.

Ms. Stacy E. Stepney | Chief Academic Officer
Stacy E. Stepney, Chief Academic Officer, supports and offers guidance to all district level staff, local school staff, parents/guardians, students, and community stakeholders. As the Chief Academic Officer, she analyzes formative and summative data, conducts formal and informal learning walks, collaborates with educators to make instructional adjustments, facilitates professional development trainings and workshops, and shares curricula updates and research-based practices to improve student performance outcomes. She fosters a culture that focuses on student learning, high expectations, innovation, and collaboration.
Ms. Stepney began her career in 1993 as a long-term substitute in science at Dunwoody High School. Throughout her professional career at Dunwoody High School for 15 years, she was a substitute, paraprofessional, teacher, assistant principal, interim principal, and principal. In 2002 at the age of 31, Stacy was named principal; she was the youngest principal in the DeKalb County School System at that time. Ms. Stepney served as principal at Dunwoody High School for six years.
Ms. Stepney joined the Division of Curriculum and Instruction in 2008 as the Director for High School Instruction. Over the last ten years, Ms. Stepney has focused on teaching and learning while serving as the Director for Electives and Special Programs, Executive Director for Curriculum and Instruction, Associate Superintendent for Curriculum and Instruction, and Interim Chief Academic Officer. In May 2018, Ms. Stepney was appointed Chief Academic Officer.
In an effort to stay abreast of best teaching practices consistent with educational trends, Stacy is a member of ASCD (formerly the Association for Supervision and Curriculum Development) and the Professional Association of Georgia Educators (PAGE). She is also an active member of Alpha Delta Kappa, an international honorary organization for women educators.
Ms. Stepney is a native of Grenada, Mississippi. She graduated from Southwest DeKalb High School in 1989 as the co-valedictorian of the class. Stacy furthered her education by earning a Bachelor of Science in Biology and minor in Chemistry from Xavier University of Louisiana in 1993. She graduated with honors in English, math, and history. She continued her graduate studies at Georgia State University in 2000 and earned a Master of Education in Educational Leadership. Also, Ms. Stepney attended the Harvard Public Education Leadership Project, a summer leadership institute sponsored by the Harvard Graduate School of Education and Harvard Business School.

Dr. Kishia K. Towns | Chief of Wrap Around Services
The Division of Student and Equity Empowerment is comprised of several departments including After-School Extended Day Programs, Counseling and Mentoring, Psychological Services, School Social Work Services, Student Health Services, Migrant Education, Student Advancement, and Student Relations. Collectively, the departments provide an array of services to support families, school administrators, teachers, and community stakeholders.
Dr. Towns has over twenty-five years of experience in education and specifically student support services. Prior to her current role, she served as a teacher, district coordinator, and director in the DeKalb County School District. She holds a Bachelor of Science in Chemistry from Fisk University and a Doctor of Philosophy in Chemistry from Georgia State University. Dr. Towns was the first Black woman to receive a doctoral degree in chemistry from Georgia State University in 1997.
As the Deputy Superintendent of Student Support and Intervention, she is responsible for identifying and mitigating academic, affective, medical, behavioral, and societal factors that could potentially impede the academic success of students. The goal of the division is to support the mission of the district by ensuring student success, leading to higher education, work, and lifelong learning.
Dr. Towns serves as an active partner in the community as a member of the DeKalb County Juvenile Court Rebound Drug Court and Secretary of the Rebound Advisory Board. She is also a member of the DeKalb County Student Attendance Protocol Committee, DeKalb Board of Health, DeKalb Child and Adolescent Coalition, Atlanta Restorative Practices Consortia, and the DeKalb Judicial Screening Committee.
Dr. Towns’ passion is supporting and nurturing the whole child in all areas of development and learning from social-emotional and cognitive skills to literacy while ensuring a safe, positive learning environment for all students.
The Division of Wrap Around Services staff work tirelessly to help identify and mitigate academic, affective, medical, behavioral, and/or societal factors that could potentially impede the academic success of students. The Departments’ goal is to support the mission of the district by ensuring student success, leading to higher education, work, and lifelong learning.

H. Eric Hilton, Esq. | Chief Legal Officer
Prior to joining DCSD, he was a partner with several national law firms and previously served as Senior Vice President, General Counsel & Corporate Secretary for one of the Country’s largest minority-owned construction, property management and real estate firms.
Mr. Hilton is a past Board Member of Atlanta Habitat for Humanity, the Latin American Association and the Georgia Radio Reading Service and is an Alumnus of both Leadership Atlanta (2012) and Leadership DeKalb (2023).
He also is a member of 100 Black Men of Atlanta Inc. and is a past chair of its Collegiate 100 mentoring program. Mr. Hilton was also included on the Fulton Daily Report’s On the Rise – 15 to Watch list (2007) and was recognized by the Association of Corporate Counsel and Atlanta Business Chronicle as Corporate Counsel of the Year (2012). He also has been voted to the Best Lawyers in America List (2023, 2024).
Mr. Hilton is a graduate of Hampton University and the George Washington University Law School.


Dr. Candace Alexander | Chief of Accountability & Research
Dr. Candace Y. Alexander became the Chief of Accountability & Research in the DeKalb County School District (DCSD) in July 2024. She oversees the Departments of Assessment Administration, Federal Programs, and Research, Data, & Evaluation providing leadership and support to over 138 schools and 14,000 employees, including 6,600 teachers.
Previously, she was the Executive Director of Professional Learning, where she developed and evaluated professional development programs, aligned activities with district goals, and managed budgets while ensuring policy compliance. She also created a communication plan for professional learning and organized training for Professional Learning Liaisons.
Before that, Dr. Alexander served as the Interim Regional Superintendent for Region Six, leading 16 Title I schools serving around 7,100 students and 1,500 employees . She supported principals with research-based practices and collaborated with the Micro-Cabinet for effective professional learning.
As a Coordinator for Regions IV and VI, she supported 34 Title I school communities, helping the District achieve its mission of student success. She managed budgets and sustainability systems like the College and Career Readiness Performance Index (CCRPI).
A native of DeKalb and a graduate of Henderson High School, Dr. Alexander has spent 26 years in the DCSD, holding various positions from teacher to executive director. Her motto is: “If best is a possibility, then good is not an option.

Dr. Yolanda Williamson | Chief of Community Engagement & Innovative Partnerships
The Division of Community Engagement & Innovative Partnerships comprises Grants & Partnerships, Family Engagement, Communications, and the DeKalb Schools Foundation. Collaboratively, these departments aim to cultivate and strengthen meaningful community connections, leading to positive outcomes for students and their families.
Dr. Williamson holds a Bachelor of Science in Criminal Justice from Georgia State University, a master’s degree in Middle Grades Education from Clark Atlanta University, and a doctorate in Educational Leadership from the University of Sarasota. She also completed the School Superintendent Professional Development Program from the Georgia School Superintendent’s Association in 2015.
Her unwavering mission is to ensure that students have optimal opportunities for success in their chosen colleges, the workforce, or the military, as well as in life in general. The commitment to inspire greatness remains a guiding principle for her, transcending her career in education. The Division of Community Engagement & Innovative Partnerships, under her leadership, plays a pivotal role in establishing partnerships that make these opportunities accessible to students.

Dr. Norman C. Sauce III | Chief of Student Services
Prior to his current role, Dr. Sauce served DCSD as Area Superintendent for High Schools. In that role, he supervised a team of academic and climate support personnel and principals for 22 of DeKalb County’s high schools.
He also served DCSD as Region IV Superintendent. In that position, he supervised and supported the 17 schools and centers which then comprised DCSD’s Region IV, and their principals. This role included supervision and responsibility for a Micro-Cabinet team, in their pursuits to facilitate success within Region IV schools and centers.
Before returning to DCSD in November 2022, Dr. Sauce served the Griffin-Spalding County School System (GSCS) in the positions of Executive Director of Student Support Services and as Executive Director of Elementary Education.
Previously Dr. Sauce served as principal of Chamblee High School within DCSD, and as an elementary principal within Fulton County Schools. He served as an assistant principal and social studies teacher at schools in his native Southern California, before to moving to Georgia.
Dr. Sauce currently serves on the Board of Directors for Communities in Schools Georgia: one of the most important non-profit connectors of families in need to wrap around services in the State. He previously served on the Board of Directors for The Lee Thompson Young Foundation: a leading non-profit in the national conversation around destigmatizing mental health.
He earned his Doctor of Education degree from the University of Southern California, his Master of Education degree from the University of California Los Angeles, and his Bachelor of Arts degree in History from California State University Long Beach. Dr. Sauce is the proud husband and father to his wife and twin boys.
The foundations of Dr. Sauce’s leadership are relationships, receptiveness, and responsiveness. He embraces Connors and Smith’s (2011) Results Pyramid, which posits that desired outcomes begin with ensuring stakeholders participate in desired experiences, which shape their beliefs, which influence their actions, which ultimately leads to our results.
Our Gifted Education team works hand in hand with school leadership and other departments to identify our students’ acute gifts and talents, and provide them appropriate services to address their giftedness. This alignment signifies our commitment to inclusivity and success for every child. Professional development, parent engagement, community partnerships, and authentic student access are cornerstones of the Division of Student Services. Through various professional learning opportunities (during the school year and summer), we seek to elevate the instructional capacity of our educators to address our learners’ unique needs, and uplift every student.
Our English Learners Department supports more than 18,000 multilingual learners, representing more than 170 home languages- also the most of any school district in Georgia. They provide support for the academic and instructional conditions of our English Learner students within their classrooms – through direct supports of teachers, school leaders, students, and families. We provide interpretation and translation services throughout the district, a variety of professional learning opportunities on supporting the academic needs of English Learners, community engagement, and enrollment/registration and language acquisition screening support for our newcomer families via our International Student Screening Center.
Our Division provides extended year summer learning for students served by all four of our departments. Our Division facilitates both the Bilingual Parent Advisory Council and Exceptional Education Parent Advisory Council on a regular basis – to provide our parents/guardians with avenues for advocacy and input – and to inform our decision making. We also offer various parent education workshops to increase their discernment and abilities to assist their children to access the curriculum. We are proud to sustain relationships with dozens of community partner agencies throughout DeKalb County, which assist our families to access vitally needed wrap around services.
Department of Exceptional Education
The Exceptional Education Department provides oversight and support for the educational programs and services of nearly 16,000 Students with Disabilities in the DeKalb County School District. Committed to fostering inclusive and equitable learning environments, the department ensures that educational standards, policies, and state regulations align with the needs of students requiring specialized services. The department is comprised of five key offices: Section 504 & Hospital Homebound, Georgia Learning Resource System (GLRS), Georgia Network for Educational and Therapeutic Supports (GNETS), Psychological Services, and Special Education. Each office plays a vital role in supporting students, educators, and families by ensuring compliance, resource management, and the effective implementation of services. Working collaboratively with school administrators, teachers, and other stakeholders, the department strives to enhance student success through tailored educational programs, specialized instruction, and comprehensive support services.
Department of English Learners:
The English Learners Department is dedicated to equipping English learners with the academic and social skills necessary for lifelong success. Through a learner-centered and differentiated instructional approach, supported by a highly qualified school staff, the department ensures that students receive the tailored support they need to thrive. In addition to academic instruction, the department provides essential services to assist multilingual students and their families in overcoming language barriers, fostering both academic achievement and English language proficiency. Recognizing the vital role of families and the community, the department actively promotes parental and community participation to enhance student success. To further support educators and staff, ongoing professional learning is provided for ESOL teachers, content area teachers, paraprofessionals, and other district personnel, ensuring best practices in language instruction and support services.
Department of Early Learning and Pre-K Programs:
The Department of Early Learning and Pre-K Programs provides oversight, support, and resources for all Pre-K (3&4) programs within the DeKalb County School District. The district is committed to ensuring that our young scholars are exposed to an engaging and robust learning experience that supports the overall development of the whole child via intellectual, physical, social, and emotional development. Research based instructional practices that support the content areas of ELA, Math, Science, and Social Studies along with a conscious discipline component are deployed daily to assist with enhancing our student’s early readiness skills. Strategic and aligned adult actions via expectations, ritual and routines, protocols and procedures ensure that the opportunity gap is eliminated within our equitable and inclusive instructional settings that supports the district’s mission and vision for the DeKalb Scholar.
Department of Gifted Education:
The gifted program is part of the Division of Student Services and is funded by the State of Georgia. The procedures for identifying and placing students in the gifted program are governed by the Georgia Department of Education as indicated by the SBOE Rule 160-4-2-38. Gifted instruction shall focus on developing cognitive learning, research and reference, and metacognitive skills. DeKalb County School District’s gifted program brings gifted children together to experience a variety of challenging activities, supports teachers in the area of educating gifted children, and provides guidance for the parents/guardians of gifted students.

Dr. Triscilla Weaver | Chief of Access and Opportunity
During her tenure as Area Superintendent, Dr. Weaver supervised over 20 schools at the elementary, middle, and high school levels. Her most recent assignment involved overseeing all Horizon schools in the district, which included approximately 34 schools.
As Chief of Access and Opportunity, Dr. Weaver oversees five departments that serve the entire district: Athletics, Student Assignment, Student Mentorship and Partnerships, School Innovation, and the Department of Access and Opportunity. She collaborates with cabinet members and other school leaders to develop and drive key strategies aligned with the district’s mission and vision. Dr. Weaver is responsible for setting and implementing an overarching vision of access and opportunity for all students and staff. Since assuming this role, she has built a robust network of partnerships across the district and the community. She is committed to eliminating systemic organizational marginalization and promoting access and opportunity, which will be reflected in the district’s systems, structures, leadership, and policies.
Dr. Weaver holds a Bachelor of Science in Education, a Master of Education, and a Specialist in Education from Georgia State University. She also earned her Ph.D. in Teaching and Learning, with a concentration in mathematics, from Georgia State University. Her dissertation was titled: “A Case Study of Two Master Teachers of Mathematics for African American Males.”
Dr. Weaver is a collaborative, courageous, innovative, inspiring, and visionary leader. She has received several outstanding community service awards and was named DeKalb County’s Middle School Teacher of the Year.

Dr. Sean R. Tartt | Deputy Chief Academic Officer
Dr. Sean R. Tartt is a native of Georgia and is a product of DeKalb. As a college student, in the summers, he worked as a paraprofessional, long-term substitute teacher, and warehouse office supply clerk. This fueled his fire to become a teacher at Narvie J. Harris Traditional Theme School (4yrs.), 9th grade boy’s head basketball coach and assistant varsity boy’s basketball coach at Tucker HS (1yr.), assistant principal at Lithonia Middle School (4yrs.), principal at Narvie J. Harris Traditional Theme School (11yrs.). In 2014, Dr. Tartt was named the Region IV Principal of the Year. Dr. Tartt was promoted to serve as the Region III Superintendent in June of 2018 where he skillfully served and supported 16,000 students, staff, and stakeholders. In December of 2023, Dr. Tartt was appointed as the Deputy Chief Academic Officer in the Division of Curriculum and Instruction.
Dr. Tartt received a Bachelor of Science in Health & Physical Education and a Master of Educational Leadership from Florida Agricultural and Mechanical University. He received his Specialist in 2005 and Doctorate in 2008 in Educational Leadership from Argosy University in Atlanta. Dr. Tartt is a two-time awardee of the Outstanding Citizen Award from the Secretary of State and has likewise received other awards, recognitions, and acknowledgement such as: Proclamation for Outstanding Service, Scholarship, and Leadership 2009 for the United States House of Representatives, the Governor’s Outstanding Contribution to Education in 2009, and the DeKalb Commissioner’s Community Service Award in 2002.
As an inspiring and forward-thinking educational leader, dedicates his time to empowering others and enhancing their educational toolboxes. His multifaceted roles in administration have positioned him as a sought-after district hearing officer, advisory member for instructional assistant principals and principals, principal mentor, and district leader advisor.
Known for his hands-on approach, Dr. Tartt actively engages with the community. He follows students on their educational journey from elementary school to adulthood, fostering meaningful connections and providing unwavering support. His leadership extends beyond administrative duties, making a lasting impact on the lives of students and educators alike. As an established presenter, Dr. Tartt shares his expertise on various educational topics. His motivational speeches resonate with audiences, inspiring positive change and growth. Whether addressing educators, students, or community members, he brings passion and insight to every interaction.
Outside the educational arena, Dr. Tartt finds joy in sports, community events, and connecting with fellow educators. His love for the outdoors draws him to yard work, where he applies the same diligence and commitment that define his leadership philosophy. In all that he does, he leads, learns, and lives by Benjamin Franklin’s quote, “If better is possible, good is not enough”.
His unwavering pursuit of excellence continues to shape the educational landscape, leaving a legacy of positive change and empowerment.

Mr. Antwyn Brown | Deputy Chief Operations Officer
A Mississippi native, Mr. Brown earned his Bachelor’s Degree in English-Journalism from Tougaloo College and Master’s Degree in Public Policy from Mississippi State University. Mr. Brown has dedicated his entire public service career (State and Local Government, the Non-Profit sector and K-12 education) toward promoting equitable outcomes from dynamic and complex public policy challenges that create disparate impacts locally to taxpayers, students and the most vulnerable populations within our communities. Prior to his tenure with the DeKalb County School District, Mr. Brown’s extensive experience included service as an Evaluator and Project Manager within a state-level oversight agency, Policy Analyst within a nonpartisan policy center, and Chief of Staff to a county commission. Mr. Brown’s professional experience and civic volunteerism has afforded him over twenty (20) years of experience across multiple states and jurisdictions with 1) aligning annual budget preparation to policy priorities, 2) managing employee performance, 3) leading auditing expenditure review teams and 4) executing strategic policy initiatives according to changing societal and service delivery expectations.

Ms. Lauren Scott | Deputy Chief Financial Officer

Mr. Jason Kennedy | Deputy Chief Human Resources Officer
Mr. Kennedy is a seasoned Human Resources professional with nearly 30 years of diverse experience across both the private and public sectors. His journey in HR began with a solid educational foundation, having earned a Bachelor of Science in Business Administration from Elizabeth City State University. Furthering his expertise, Jason pursued and achieved a Master of Science in Organizational Change with a concentration in Human Resources from Pfeiffer University.
Throughout his career, Mr. Kennedy has demonstrated a passionate commitment to transformative HR practices. He is constantly seeking innovative methods for identifying, attracting, and developing talent, ensuring that every individual can reach their full potential. His focus on positive business outcomes has led him to serve in a variety of HR roles, from Recruiter to Human Resources Business Partner and Director of Human Resources, culminating in his current position as Deputy Chief of Human Resources.
In addition to his professional responsibilities, Mr. Kennedy is a trusted advisor, coaching organizational leaders on crucial topics such as organizational development, training, staffing, diversity, compensation, and benefits. His efforts have consistently provided value to the organizations he serves, reinforcing the strategic importance of Human Resources in fostering growth and success.
His dedication, passion, and innovative mindset make him a respected leader in the HR field, continually contributing to the betterment of his community and profession.

Ms. Jennifer Caracciolo | Deputy Chief Communications Officer
Jennifer has successfully led three district Strategic Plans, implemented a district-wide Inclusion, Diversity, and Belonging Plan, and overseen the construction and management of a $35 million arts and learning center. She also established an educational foundation with over $1 million in giving and played a key role in passing nine referendums for capital improvements—securing $945 million for SPLOST and $790 million in bonds.
A past president of the Georgia School Public Relations Association, Jennifer has served on and chaired numerous national, state, and local nonprofit boards. In DCSD, Georgia’s most diverse public school district, Jennifer oversees the planning, organization, administration, evaluation, and policy development for public relations, marketing, and communications. The Communications Department includes the nationally award-winning DSTV and the newly established DeKalb Schools Educational Foundation, Inc. It encompasses social media, branding and graphic design, media relations, electronic and print communications, video and streaming production, program and event planning, website content development, and Spanish communications and engagement. Jacqueline Taylor | Middle Area
Mrs. Taylor is originally from Tennessee. She graduated from East Tennessee State University in 1991 with a B.S. in Criminal Justice and Political Science. In 1993, Mrs. Taylor earned a Master of Arts in Teaching Secondary Education, also at ETSU. In 1999, she completed the Educational Leadership Program at the University of Georgia.
Mrs. Taylor describes herself as an experienced leader whose passion is working collaboratively: to assist in the delivery of quality instruction; create a safe and orderly school environment; support leaders in reaching their full potential; and engage community stakeholders in the life of the school.
