Georgia House Bill 1009

Georgia's Commitment to Distraction-Free Learning

Georgia House Bill 1009 expands the state's distraction-free learning requirements by requiring local school systems to establish policies limiting student access to personal electronic devices during the school day for grades 9–12, while earlier legislation established similar requirements for grades K–8. The law requires districts to create clear expectations for device storage, emergency communication, progressive discipline, and accommodations for students with documented educational or medical needs.

DeKalb County School District has implemented and consistently enforced its cell phone expectations across all grade levels (Kindergarten through Grade 12) through its Code of Student Conduct and the district’s Disconnect to Reconnect initiative. As a result, DCSD’s current expectations exceed the minimum state requirements and are aligned with the goals of promoting student engagement, reducing distractions, increasing instructional time, and fostering a positive learning environment.
