How We Measure Success: The DCSD Balanced Scorecard

DeKalb County School District has transformed the traditional business framework into a dynamic, student-centered model that drives excellence and innovation. By leveraging the Balanced Scorecard methodology, DCSD strategically aligns resources, monitors performance through short- and long-term measures, and fosters a culture of continuous improvement. This forward-thinking approach ensures accountability, accelerates achievement, and empowers every student to reach their highest potential year after year.
Think of the Balanced Scorecard as a GPS for a school district. The Overview is the legend of the map; Learning and Growth and Enrollment show where the students are and how fast they are moving; Finance and Business Processes are the fuel and engine maintenance keeping the vehicle running; and Stakeholder Input is the feedback from the passengers to ensure the journey meets their expectations.
Overview
The Overview section serves as the foundational guide for the Balanced Scorecard, detailing how to navigate the various dashboards and defining key terms and data sources. This category transforms traditional business frameworks into a student-centered model designed to drive excellence, foster continuous improvement, and ensure accountability throughout the district. It provides high-level reports, including State Accountability Reports, Charter School Scorecards, and the Strategic Plan Balanced Scorecard.
Learning & Growth
The Learning and Growth category focuses on metrics that support student achievement and preparation for future success. It encompasses a wide range of data categories, including State Accountability, Assessments, and Student Engagement. By monitoring these areas, the district ensures students are making the necessary progress to graduate on time and are prepared for college and careers.
Finance
The Finance category is dedicated to ensuring that the district's spending is strategically aligned with initiatives that support student learning. These dashboards monitor the district's financial health through Finance Key Performance Indicators (KPIs) to maintain a sound financial standing.
HR & Operations
The HR & Operations category is designed to support an optimal learning environment by monitoring key human resources and school operations data. These dashboards include teacher certification and vacancy reports to ensure schools are properly staffed, as well as operational metrics such as the status of maintenance and facilities work order to support safe, well-functioning schools.
Enrollment
The Enrollment category provides detailed data on the student population, including Demographics and Full-Time Equivalent (FTE) counts. It tracks specific student transitions, such as English Learner (EL) Exit Status, and monitors Mobility Rates to understand how frequently students are moving into or out of the district. These metrics help the district understand its changing demographics and resource needs.
School Recognitions
This section highlights the achievements and accolades earned by individual schools within the district. Dashboards in this category track PBIS (Positive Behavioral Interventions and Supports) recognitions, Advanced Placement (AP) honors, and Title I school recognitions. This allows the district to celebrate excellence and identify successful programs across different educational environments.
Stakeholder Input
Stakeholder Input focuses on the perspectives of groups with a vested interest in the district's performance, including parents, students, teachers, and community members. Currently, this category features data from the Georgia School Climate Parent Surveys. By gathering this feedback, the district can better understand the needs and perceptions of the community it serves.
Archived BSC Data
The Archived BSC Data section preserves historical records to allow for long-term performance tracking and transparency. This category includes former Strategic Plan scorecards and historical financial data, such as past revenue, expenses, and Year-To-Date (YTD) spend. Maintaining these records helps the district evaluate its progress over time and learn from previous strategic cycles.
